A State Complaint is a written, signed letter directed to the Maryland State Department of Education, Division if Special Education/Early Intervention Services, which alleges that a public agency responsible for the education of a student with disabilities has violated a requirement of the Individuals with Disabilities Education Act (IDEA) and accompanying State and federal regulations.

Any organization or individual may fine a complaint with MSDE. This document provides the information about the complaint process.
