Maryland Expands Voluntary Identification Initiatives for People with Hidden Disabilities

For people with hidden disabilities, such as developmental and intellectual disabilities or mental health issues, Maryland has expanded its efforts to help first responders and others recognize that someone may need accommodations that are not immediately visible.

Butterfly symbol for Maryland Driver’s License or ID

As of October 1, 2025, a butterfly symbol can be added to a Maryland Driver’s License or ID at any time without charge. There is no need to prove disability or submit documentation.

Eric’s Law, named after Maryland resident Eric Carpenter-Grantham, an adult with high-functioning autism, prohibits the MVA from sharing information about a person’s disabilities.

Adding the symbol is optional and easy. An application can be submitted via an online myMVA account, any 24/7 self-service kiosk, or an in-person appointment at any of the statewide MVA branches. A corrected Driver’s License or ID card will be mailed to the address on record within 10 business days. Marylanders may request addition or removal of the butterfly symbol at any time. Shortly before a minor’s 18th birthday, information will be provided to inform them of options to keep or remove the symbol. Developmental Disability Disclosure Blue Card

 

 

The Developmental Disability Disclosure Blue Card is another option for Marylanders to disclose their disability. The card, which is the size of a driver’s license and blue for easy recognition, includes a message to law enforcement officers on how an individual may communicate or respond during interactions. The information on the card can be personalized to include emergency contact information and necessary accommodations. There is not need to explain or show proof of disability to obtain this card. It is available at MVA branches upon request to customers and parents or guardians.
