HCAA is the designated Community Action Agency providing programs and services to address the needs of low-income individuals, families and communities in Harford County, MD. The agency provides emergency financial assistance to help stabilize low-income individuals and families in crisis and programs that help them become more economically self-sufficient. Current programs include Maryland Energy Assistance Program, Harford County Fuel Fund, Homeless Prevention, Community Food Pantry, HCAA Food Bank, Financial Services Program, Volunteer Income Tax Assistance (VITA), and GED Plus.
